Surely it shouldn't matter which one was 15 or 16. If they are juveniles, their names shouldn't be in the paper at all.
I don't know about Wyoming, but I work in New Mexico, where it is legal to print names of juvenile criminal suspects. New Mexico newspapers, including the Albuquerque Journal, where I work, do so routinely.
